If the tree under "Environment Variables" does not have child nodes it should show an message.

Reproducible: Always

Steps to Reproduce:
 1. Go to the page http://landfill.bugzilla.org/testopia_tip/tr_admin_environment.cgi
  2. Under the Heading "Environment Variables" go to the third folder "Testopia" and click on the + sign which is adjacent and connected to the "Testopia" folder icon
Actual Results:  
The "Testopia" node does not have any child nodes

Expected Results:  
There should be an error message saying that there are no child nodes for that particular node
