Whenever I try and add to the whiteboard, it says that someone else has changed
it.  Even if I "really want to change" it, it won't let me.  It continually
tells me that it has changed and always gives me the same changed text.

I was just able to add to the whiteboard for this bug.  Marking WORKSFORME.

Sounds like a mid-air collision situation.  When that happens go back and hit
reload on show_bug.cgi.
