40890 - Drag tracking starts late

When dragging quickly the icon in the location bar, the icon does not start to track the 
movement of the cursor right away.

Reproducible: Always
Steps to Reproduce:
1. Open a browser window
2. Press the mouse button down on the icon in the location bar
3. Start moving the mouse with button down immediately after having pressed the button 
down

Actual Results:  A translucent icon doesn't start to move with the mouse cursor right away 
when the dragging starts. When the translucent icon appears, it starts to track the location 
changes of the mouse cursor. However, the difference between the location of the mouse 
cursor and the location of the translucent icon persists.

Expected Results:  Expected the translucent icon to move underneath the mouse cursor 
from the beginning of the dragging event.

Additional information: Supporting translucent dragging is a good thing!
