Reproducible: Always Steps to Reproduce: 1.Click and drag the scrollbar 2.Let go of grip while cursor is to the right of the window Actual Results: Returning the cursor to the interior of the window reveals that the scrollbar is now tied to the cursor's absolute vertical position. Expected Results: There should be no such behavior.
