With download manager active;
Go to ftp://integration.co.nz/incoming/
Right click any file and use Save Link As, choose location, OK.
Download manager shows it saving, then Done, but it has actually failed to download any file with a permission denied error.
Clicking the link directly shows the correct error.
This error exists in FF 3 beta 3. 

Try to download this file ftp://ftp2.kcsoftwares.com/kcsoftwa/files/sumo.exe

Download manager reports the file is done, and reports what should be the proper file size, but I am unable to run this installer. When I go to my download folder in Explorer, the filesize is 0 bytes (it should be 1 MB in size).
Your link seems to work fine to me either direct click or Save As.
Maybe you have another problem, or the permission problem was fixed in the server.

I can reproduce with Firefox 3.5.5 on Ubuntu 9.10 by when the server returns "too many concurrent connections".
For example, try to download more than 2 files concurrently from
ftp://ftp.freepascal.org/pub/fpc/beta/2.4.0-rc1/i386-linux/deb/
