Pick out items that match either the title or url and rank them accordingly. This means if a title matches a query, the url can provide some rank shifting if it partially matches the query as well.
This doesn't depend on any adaptive stuff.

This functionality was based on bug 410133 for the sql rank method. As per bug 410133, there's another bug for extending places sources and filtering.
