If you visit a URL that includes an anchor (# is in it) and an error occurs preventing the page's loading, fixing the error and pressing return in the location bar does not load the page.
Reproducible: Always
Steps to Reproduce:
1. Turn on "Work Offline" mode.
2. Visit a page that's not in the cache but has an octothorpe in the URL. (http://technomancy.us/100#c). A "Problem loading page" error will be displayed.
3. Turn off "Work Offline" mode.
4. Focus the location bar and press enter.
Actual Results:
Nothing appears to happen.
Expected Results:
The page should load without requiring a refresh.
