date format in certificate manager is confusing in multiple setups due locality settings

Having to have the fields to be DD Mon YY will be much more clearer Fields affected certificate manager * Expire On * Issued On * Expires On * Not before * Not after Reproducible: Always Steps to Reproduce: Path to sample field 1. Preferences -> Encryption -> View Certificates -> Authorities 2. Locate certificate 'Staat der Nederlanden Root CA' -> Double click 3. Watch fields Issued On and Expires On

different locales expect different date formats, that's the way things work.
