I discovered this bug while editing testcases for bug 408656. The line <script>document.body.offsetHeight;</script> in the attached testcase causes us to need a scrollbar. (i.e. it increases the height of the scrolled frame.) OBSERVED BEHAVIOR: Vertical scrollbar present + scrollable DESIRED BEHAVIOR: Vertical scrollbar grayed out

This reference only differs from testcase 1 in that this line has been removed: <script>document.body.offsetHeight;</script>

I'm not sure, but it looks like the added height is exactly the height of the horizontal scrollbar.
