This is not valid; xlink:title is not an attribute of an <svg> element. It is an attribute of an <a> element and perhaps we should do something with it there although I don't think we do.

Closing as Invalid. The title and desc elements could be displayed in tabs or when bookmarked. If that does not work then you could raise another bug for it.
