Using 2000-05-31-08 commercial build

When you enable the partial message download pref and its associated value from
the prefs dialog, the state/value is written to prefs.js using the 4.x prefs
lines.

Current build writes these lines to prefs.js:
user_pref(mail.limit_message_size", true);
user_pref(mail.max_size", 50);

The prefs.js lines should be like this (relative to server number):
user_pref(mail.server.server1.limit_message_size", true);
user_pref(mail.server.server1.max_size", 50);

OK, I see what's going on here... the pref writes properly when enabled/engaged
from the Account Settings dialog but we still have the pref in the main pref
dialog, too.  Marking invalid, since we intend to only have this pref in the
account settings dialog.

Sorry for the confusion.
