Details

Linux.  Bring up editor, don't type anything, hit File|Close,
nothing happens, hit it again, then it closes.
Works on WinNT.
setting this to M17 -- doesn't seem like it has to be in for beta2

I see this in Mac Mozilla bits 070608 as well.  
This is a known focus problem -- generally, menus don't work until you've
clicked in the window to set focus.  Marking as a dup of that other bug.
