I specifically didn't want to say "Make sure" because people who don't have proxies shouldn't check it. Why I'm trying to convey here is "If it's checked, keep going. If it isn't, this won't help you", not "If it's checked, keep going. If it isn't, check it."

The problem I have with "Check to see..." is that a person reading too quickly may see "check" and think 'check mark'.

How about a question, like:
# Is __Manual proxy configuration__ selected?

That's not really a step though.

How about combine it with the next point:

# If __Manual proxy configuration__ is selected, continue to the next step. If not, these instructions won't solve your problem.
