41304 - Chinese Simplified menu item cannot be added to Send menu

** Observed with 6/1/2000 Win32 build **

I don't see the Chinese Simplified (GB2312) in the 
Send Charset menu. So I have been trying to add it
using the Customize menu. The Customize dialog has Bug 39793
and so I need to add back all the menu items I want.
I add some 16 of them and then re-start Mozilla. 
But Chinese Simplified (GB2312) doesn't appear on the menu. The item
is in the Custom list but it simply does not show up.
This makes it impossible to use Mail to send
Simplified Chinese and thus prevents us from looking at one of
the most important Asian encodings in Mail.
Marking it as a blocker.

There was a problem that GB2312 did not appear in the menu (36954).
May be related to that bug. 36954 is now marked as fixed, please test again with 
today's build.

I was able to take a look at a build from late last night.
The problem I report here has been fixed in that build.
