scrollbars in firefox don't behave like native ones in gtk apps.

Reproducible: Always

Steps to Reproduce:
1. open big screenshot for example
2. save image and open it in eye of gnome/etc
3. scroll with mouse's scroll over horizontal scrollbar
4. try do the same in firefox
Actual Results:  
scrolling over horizontal doesn't work properly

Expected Results:  
scrolling over horizontal working fine
Reproducible, though though this might be an RFE rather than a bug.
