On this and most pages the scroll arrow down is in the same area of the page as the page expander.  The page expander works but the down scroll arrow does not.
The up scroll arrow works correctly.  This happens whether the up scroll arrow is at the bottom or the top of the page. 

Reproducible: Always

Steps to Reproduce:
1.Open most pages including this one.
2.The down scroll arrow is in the same area as the page expander.
3.



Trouble shoot and make the areas of the two controls different

This is a problem most of the time when more than about 2/3 of the screen is used with the page expander button.  The down arrow button works correctly when about 1/2 of the screen area is used.

This is still a problem under RC2
Also the bottom scroll bar disappears at the same time and in most cases.
