Attachment: Adds manifest and RC files required to get Windows XP/Vista visual styles

UL applications launched with the XULRunner stub executable do not get the Windows XP/Vista new visual styles. You can see this in the native filepicker and printer dialogs. The controls have the Windows 2K look and feel.

low risk, Windows only and doesn't effect the main Firefox build
