Upon selecting text on a web page, drag and drop allows for the ability of
loading the text as a URL into a window. However, it also allows for you to drag
and drop text on the same page - meaning selecting text, then accidentally
dragging it will attempt to load the selected URL (or text!).

Reproducible: Always
Steps to Reproduce:
1. Select text.
2. Click and drag the text slightly above and release.
3. Watch as Mozilla loads your text as a URL in the current window.	

Actual Results:  Mozilla loads the selected text as a URL in the same window.	

Expected Results:  Traditional 4.x behavior does not allow selected text to be
dragged into the same window.
