41432 - Scrollbars not visible in a small window

Mozilla doesn't display the scrollbars if you load the above resource url and
resize the window so that the content area is smaller than the image, seems like
the scrollbars are there but they are outside the content area. If the window is
made lower than the image, but wider than ~350px, the vertical scrollbar is
shown, looks like it's related to the minimal width of the XUL in the window, or
something like that...

Tested on linux with a build from this morning.
