In prior releases, funky dialing areas didn't get good support from our tools.
We need to make 10-digit dialing and some of its variants work properly in
Account Setup.  This must apply to all dialing functions including IAS, NCI, and
final dialer for account.
Status: NEW → ASSIGNED

Reality check.  Major work on CCK won't happen until profile manager is done.
Moving these to M10 as a group.  Feel free to bring them in if possible :-)

We might be getting rid of this by providing only one user input text field and
hence they can decide if they need to have a 10 digit dialing or otherwise- am
marking it later - just incase we change our minds later :).
