With landing of Bug 408116 the restart button should only appear when useful.

After pressing 'Use Theme' on Add-on manager the restart button does not appear. I have to switch to Extensions or Plugins. Then the Notification slides in. This behavior is odd, as the text in the Richlist item says, I have to restart Firefox. But how?
