When we drag icons in the Bookmark menu to folders, the folders do not expand. As we no longer have the "Organise bookmarks" feature, this makes it more or less impossible to organise bookmarks into subfolders.

Reproducible: Always

Steps to Reproduce:
1. Open Bookmarks menu
2. Drag an icon to a folder and attempt to place it in a subfolder

Actual Results:  
Folder does not expand when dragging icon. Cannot place dragged bookmarks into subfolders.

Expected Results:  
Folder should expand while dragging icon.
