It appears that the back and forward icons are sitting a pixel too high in their buttons.

This appears to be a by design issue. The back and forward buttons have an even number of pixels of height and the contained icon has a single pixel "point" on the arrow so the icon will either sit one pixel too high or one pixel too low in the button and there doesn't appear to be a good way to fix it without changing the height of all toolbar buttons to be one pixel taller or one pixel shorter.
