41469 - Move of messages doesn't work if underline bar is under the folder icon

If you try and move a file, it will underline the folder you are trying to move
into.  If it is only underlining the folder name the move will be successful.
If it is underlining the folder icon as well as the folder name the message will
not be moved.

I was able to reproduce this bug on Mozilla Build ID: 2000060208 on a PowerMac 
G3.

Reproducible: Always
Steps to reproduce:
1. Open Mozilla
2. Go to menu Task->Mail
3. Go to menu File->New message
4. Type anything in message and save it.
5. Close message.
6. Go into Draft folder
7. Select your message and drag it over a folder to the left.

Actual results:
If the underline bar is under the folder name and the folder icon when you 
release the mouse, the move will not be made. 

This problem does not occur when the underline bar is only under the folder name.

Expected results:
However the underline bar is, the move should be made.

is this still a problem? i rewrote tree d&d for mail so that the case where the 
drop goes between folders is very difficult to hit.

In Linux build 2000100509 it will highlight the folder that it is dropping to.
It is still possible to drop it between folders but in this case nothing is
highlighted and the message floats back to the original folder.

In my opinion, the visual feedback is obvious enough to prevent the user from
doing this accidently.  Marking WORKSFORME.
