Locale leaders and admins should be allowed to edit dynamic variables (e.g. %myVar%).

FWIW, right now, we're not using dynamic variables, and they're not parsed. See <http://support.mozilla.com/kb/Tag+Samples>. In which cases would dynamic variables be used, rather than dynamic content?
Dynamic variables should be used for things that dtds would be typically be used. These are typically short strings. They are not parsed for wiki syntax, however, so content blocks would obviously be more useful for those.
