Details
We use Config::General in the release automation framework. After the MozillaBuild 1.2 I forgot to re-install it and we got bit by that. I don't think it would hurt to add it to MozillaBuild.

We don't actually use this on win32; I wonder if it'd be better to just make it optional in bootstrap.
