We've had a number of reports in various places that the "average rating" of extensions hasn't been updating. I remember we had some discussion as to whether this should be done via cron or when adding a new rating, but don't remember what we decided. Regardless, I can't seem to find it being done in either place, so it looks like we just aren't updating it.
Need an owner but targeting v3.2

I added a ratings function to maintenance.php and tested it on khan:

Also fixed a minor oversight in the review function... :X
