When changing "bug" to "problem", relevant lines in variables.none.tmpl are modified. The comment section explains that in order to keep clickable URLs, then the definition of $bug_re needs changing in Bugzilla/Template.pm. Reviewing the source in Template.pm suggests that is no longer the case.
