Overview Description: 
CSS2: border-top-color (bottom,right,& left too) has stopped working.

Steps to Reproduce: 
- Go to above (internal) site or see attached testcase

Actual Results: 
depending on the default background color of your browser, you either see a 
white border all the way around, or nothing at all

Expected Results: 
depending on the default background color of your browser, you should either see 
a white border on the bottom, and both sides with a top border in the color 
listed in the test; or else just the top color

This a regression coming from bug 41321. I backed out the changes. It works now.
