User-Agent: Mozilla/5.0 (Windows; U; Windows NT 6.0; en-US; rv:1.8.1.12) Gecko/20080201 Firefox/2.0.0.12
Build Identifier: Mozilla/5.0 (Windows; U; Windows NT 6.0; en-US; rv:1.8.1.12) Gecko/20080201 Firefox/2.0.0.12

In my options panel, under "tabs," I have "When I open a link in a new tab, switch to it immediately" unchecked. However, when I open a link in a new tab, it DOES switch to it immediately.

Tools > Options > Tabs > When I open a link in a new tab, switch to it immediately

Reproducible: Always

Steps to Reproduce:
1.Go to Tools
2.Go to Options
3.Go to Tabs
4.Uncheck "When I open a link in a new tab, switch to it immediately"
5.Click OK
6.Open link in a new tab
Actual Results:
New tab will be immediately switched to, even though it shouldn't be.

Expected Results:
New tab shouldn't have been switched to.

Bug occurs in all themes I have tried, including the default theme. I have the most recent version of Mozilla Firefox with all updates installed.
Works for me in with Windows XP, 2.0.0.12. This is using all three methods of opening in a new tab: context menu, middle click, Ctrl-click.

Can you see if it works in safe mode: http://support.mozilla.com/kb/Safe+Mode
Works here in using Windows Vista (as you specified).

Mozilla/5.0 (Windows; U; Windows NT 6.0; en-US; rv:1.8.1.12) Gecko/20080201 Firefox/2.0.0.12

Try Firefox in safe mode (see comment 1), or try creating a new profile. (See <http://www.mozilla.org/support/firefox/profile#new>)
