I set Monday as the first day of a week. This should also be shown as the first element in dropdown boxes, lists, etc.

Please be more specific. Is this about Sunbird or Lightning? What dropdown box or list in what UI part do you mean? etc.
Sorry for being unspecific. It´s about Sunbird.
Edit event > repeat custom > monthly > dropdown box with weekdays.
And with "annually", too.
