Right-clicking on the menu that appears when a folder is opened in the "Bookmarks Toolbar" has no effect.

Reproducible: Always

Steps to Reproduce:
1. Add a bookmark to the bookmarks toolbar. The name and location do not matter, in this example; I will use "http://www.google.ca/".

Assertion: There should be a bookmark on the "Bookmarks Toolbar" pointing to "http://www.google.ca/".

2. Right-click on the new bookmark. A context menu should appear with a number of options.
3. Right-click on an empty portion of the bookmarks toolbar. Note that a context menu appears.
4. Choose "New Folder" and enter a new folder name. The name does not matter; I will use "Test" for this example.

Assertion: There should be a folder on the bookmarks toolbar named "Test".
Assertion: The folder named "Test" should be empty.

5. Add a bookmark to the "Test" folder. The location and name do not matter; in this example, I will use "http://www.mozilla.com/en-US/".

Assertion: There should be a bookmark pointing to "http://www.mozilla.com/en-US/" in the "Test" folder.

6. Click the "Test" folder on the "Bookmarks Toolbar" to open it. Right-click on the bookmark pointing to "http://www.mozilla.com/en-US/".
Actual Results:  
No context menu appears.

Expected Results:  
A context menu similar to the one that is shown in step 2 should appear.
