Summary: Go button in Other Languages pulldown select wraps to new line when JavaScript is disabled

Steps to Reproduce:

1. Disable JavaScript
2. Scroll down to the bottom and look at the "Other languages" pulldown select

Actual Results:

Its "Go" button wraps to the next line

Expected Results:

Should be on the same line; see screenshot

Short patch to fix problem

Makes the way the go button disappears consistent with the search bar's method.
This also makes it work in safari.

Verified FIXED using JavaScript disabled with Firefox 2/3, and Safari 2.04/3.04 on https://preview.addons.mozilla.org/en-US/firefox/
