Mail always display "Email sent to no one " when I commit/assigned a bug!

The bug excluding send mail!

when I created a bug , chosed the Asinged or CC to the list , it always display "Emal sent to no one " , the people whos I want to sent to are all in the Excluding list. So nobody can received the Email . At begining I thought maybe it's because the access control, but when I login in by admin, I still can't sent the email out , I really don't know how to do , please help me , thanks ! and sorry about my horrible english!

Knowing which version of Bugzilla you are using would help. Now make sure each user has email prefs correctly set and accept bugmail.

I use Bugzilla 3.0.2 . I don't know how to set the user is right , I give a user admin's popedom, it still can's sent mail cannot sent the mail out ! all the person who I want to sent to were thrown in the Excluding list !

Each user should go to Preferences > Email Preferences. They can click the "Enable All Mail" button to get bugmail.
Also, maybe some bugs are restricted to groups they don't belong to, explaining why they don't get any email.

I think the problem is not at user's Preferences, the point is when you commit a bug ,the "Email sent to: " always display "no one ", the person who you want to sent are all in the "Excluding: " list . I don't know what configurn make the bug excluding sent the mail!

First of all, I'm not sure your email addresses are correct (.local sounds weird). Now, only the assignee, QA contact, reporter and members of the CC list get bugmail for a given bug. And it's related to user prefs, see my previous comments.
As this looks more like a support question than a real bug in Bugzilla, I suggest you ask to the support mailing-list instead, see http://www.bugzilla.org/support/
