See provided URL for a visual.  At startup, Firefox sometimes loses the Navigation Arrows in the Navigation Bar.  I have run tests and have concluded no other buttons in the Nav Bar are ever dropped, nor is there any correlation between the times this happens and my web or system activity.

Reproducible: Sometimes

Steps to Reproduce:
1.  Begin a new instance of Firefox.
Actual Results:  
About 50 percent of the time, Navigation Arrows are dropped from the Navigation Bar.

Expected Results:  
Firefox should have maintained all Navigation Bar entries.  It mostly succeeds.

This bug occurs with the default packaged theme.  I have no other themes installed on this system.
When I remove the Back Forward button and add it again in a trunk build, they will not show up when I run a branch build. That's all I can reproduce at the moment (WinXP).
