On an addon's statistics page, at the bottom, it indicates whether it is public or private. Next to that is a padlock which is either locked (private) or unlocked (public). The padlock has a tooltip, which appears to be backwards - the locked padlock has the tooltip "Unlocked" and the unlocked one says "Locked".

Since Gecko-based browser don't display tooltips for ALT attributes, we should add TITLE too.
I filed bug 418753 to address comment 3 so I could verify this bug, which I have. Verified FIXED.
