See testcase, with that testcase, I see the scrollbar moving endlessly.
This seems to happen because the underflow/overflow event handlers of the arrowscrollbar are constantly being called.
It doesn't happen on branch, fwiw.

Yes, this happens on FF 3 beta 3. Windows XP
