After replacing index.html by a modified version on the web server FirFox loads the old version of index.html.
After deleting all private data, FireFox then loads the actual version of index.html.
It seems, that FireFox loaded the older version from cache.

Reproducible: Didn't try

Steps to Reproduce:
1. replace a file index.html on the server by a modified one
2. browse the file index.html
3. check, if it is the old version
Actual Results:  
FireFox loaded the older version of index.html, which does not exist on the server

Expected Results:  
FireFox must load the actual version of index.html

After deleting all private data, FireFox loaded the actual version of index.html

Well, without a concrete example, there's not much to work with. Depending on what HTTP headers your webserver has sent with the original, it could be completely normal.
You can use shift+reload to bypass the cache and this can be normal, based on the server headers. 
Please provide an example or better the server headers (before and after)
