If you put the pointer *exactly* on the edge of drop down (1px left or right will cancel the effect), drop down background starts to flash.

I don't see this using Mozilla/5.0 (Windows; U; Windows NT 6.0; en-US; rv:1.9b4pre) Gecko/2008021904 Minefield/3.0b4pre. Will try XP since it was reported there.
Reading again whether I was precise enough - so when I said drop down I meant on the edge of drop down arrow that appears if you hover over arrow.
Updated to 
Mozilla/5.0 (Windows; U; Windows NT 5.1; en-US; rv:1.9b4pre) Gecko/2008022104 Minefield/3.0b4pre and it seems no longer to be an issue.

I can see bug again. But it is only reproducible on Windows Classic theme, on Luna it seems fine.
