The admin escalation code is messed up somehow (but not all the time).  One of the many cases in point, I just got this email:

jslater@mozilla.com has changed a file and committed it to trunk.  There are no active publishers for the file so it was escalated to the admins.  Please review and move the following to the staging server if appropriate:

Whereas the email should have been sent to reed and sgarrity and no admins.  Haven't been able to duplicate this on devkubla yet.

Changes have been live for a while and I'm not seeing the original problem any more.  Reopen if anyone else does.
