41877 - Select Locale should be part of installer or initially obscured in profile wizard

Currently the second step of the profile wizard has a dropdown for locale 
selection.

This is an obscure feature that most users will not take advantage of. This 
should either be 

a) part of the installer
b) obscured initially (in a popup dialog off this panel)

The current effect is that this panel looks very cluttered. We want to make 
creating a new profile as hassle free as possible, because it creates a positive 
first impression for users. c.f. IE which has no profile creation and offers 
users instant use after installation.

This is not required for nsbeta2 but I'd like to see it done for nsbeta3/final, 
I'll even volunteer to do the work if (b) is chosen.

I agree with Ben. Covering what I consider an edge case with such a prominent
control comes at the high cost of cluttering the Profile Manager UI for the rest
of the Users that do not need this feature ever. This should either be a) in the
Install section or if not possible for some reason, at most a simple button like
"Regional Settings..."

40799 over to resolve the concerns from UE feedback.
