In a new-message window, there is a bar just above the message compose area. This contains controls for bolding text and so on. Any attempt to use these, however, leads to all these controls becoming greyed-out and non-functional. So I cannot for example bold some text after selecting it.

Yes, this is a problem in the Trunk code at this time. There is already a bug open against Thunderbird 3 I believe, though I cannot find it right now.

Basically this is a duplicate ;-)
