Creating test cases from a bug is not supported, the button doesn't exist in the bug form.

Steps to Reproduce:
Open existing/new bug -> the bug form is open
Actual Results:
The button "Creating test cases from a bug" doesn't exist in the bug form.
Expected Results:
The button "Creating test cases from a bug" exists in the bug form and is operational as it was in Testopia 1.2
