The focus of this is to eliminate the need to restart the browser twice if the user forgets to enable a disabled add-on prior to installing the updated version of the add-on.

Currently, when installing or updating an add-on, the user cannot enable/disable the add-on until the browser is restarted and the installation or update is complete. This is understandable for a new add-on installation. However, for an already installed add-on that is currently disabled, if the user installs the update, they cannot go back to the Extensions tab of the Add-on Manager and enable the add-on before restarting the browser. (The Enable button does not show at this point.) This forces another restart to then enable the add-on.

I can think of two ways to handle this. First, keep the Enable/Disable button available/active regardless of installation/update status. Second, add a prompt when attempting to update the add-on to enable the add-on before processing the update.

Reproducible: Always

Steps to Reproduce:
1. Install a new or update an existing add-on.
2. Go to the Extensions tab of the Add-on Manager.
3. User is unable to Enable/Disable installed or updated add-on until restarting the browser.
Actual Results:  
Unable to Enable/Disable installed or updated add-on before restarting browser. The Enable/Disable button is not available until the browser is restarted.

Expected Results:  
"Preferred" Results: Allow user to still enable/disable add-on.

I understand there may be a legitimate need to not have the Enable/Disable function operative once the add-on is installed or updated, thus my thought of having the prompt to enable a disabled add-on prior to the update being installed.

Aren't we able to do this now in the new Addon Mgr UI?

Not while installing an addon which requires restart, at least: after downloading but before restarting, the entry in the list view has no [Disable] button.

When updating an existing addon, I'm less sure: the Enable/Disable button is present, but shouldn't the restart for enabling/disabling be distinct from the restart for upgrading?
