Started in bug 394114, but moving that discussion here. I'm thinking we should go a bit deeper, pass around the nsIURI to the observers instead of a nsString&, and see what else we can do.
Is there a reason we shouldn't just fix bug 3004?

Based on patch in bug 394114, fixed to compile and then some. Not final.

Obsoleting, per bug 3004.
