Reproducing with steps is more clear. Reproducible: Always Steps to Reproduce: 1. Go to a page with the location bar. 2. Focus the location bar (<Ctrl> + L). 3. Hide the navigation toolbar. 4. Try to scroll with the keyboard. Actual Results: Nothing happens. Expected Results: Scrolling should work just fine.
Version: unspecified → Trunk
Note that keyboard scrolling works after clicking the content area.
