XUL does not follow GtkMenu::horizontal_padding and GtkMenu::vertical_padding theme options. You can test them with the Darkilouche GTK+ theme:

I've actually fixed this in attachment 293421 [details] [diff] [review] and attachment 292319 [details] [diff] [review], but those caused other issues that won't be fixed until I eventually land a fix for bug 412092 which will essentially fix 47 complaints at once.
