When a mailto link is defined as follows:

<a href="mailto:abc@abc.com; 123@123.com?subject=subject">test</a>

and the internal Mail/News client is used, the to address used has an extra quotation mark (") before the the first "@" of the address. This syntax does not fully conform to spec, but the same link going to an external application (Outlook) gets parsed as expected.

Reproducible: Always
This web page can be used to see the issue in action.
Also occurs on Mac and works fine when set to use system mailer (Eudora).
