Looking at http://mxr.mozilla.org/bugzilla/source/attachment.cgi, I see: "view" just dumps out the attachment body, not the info about the attachment, such as the title assigned to the attachment. "interdiff" requires a login even though it calls "interdiff()" and not "interdiff(LOGIN_REQUIRED)". "diff" does not give the meta-info either. "edit" requires a login, even though it calls "edit()" and not "edit(LOGIN_REQUIRED)". There could be a "details" action that does not require a login. It seems odd that in the Bugzilla UI, the link next to the attachment that says "Details" does not give details, but gives a detailed editing view, which is different.
Summary: there is no action for getting details without editing → there is no action for getting details about attachments without editing
Clicking the "Details" link gives you all the data about the attachment. Having it in the same window as when you want to edit them is not a problem. And you don't need to be logged in to view the details.

I want to call it from a non-UI web client. When I do this, I can see the diff. I cannot get the edit action result. Bugzilla challenges for a username and password.

action=edit doesn't require any credentials. Where are you testing this, and which version of Bugzilla are you using? Bugzilla stopped asking your credentials for such an action for years now.
Ah. Pilot error. I was not seeing the information about the bug in the 80%+ other stuff that is in the output.
