Steps to reproduce:
- Go to https://addons.mozilla.org/en-US/firefox/addon/2024 
- Click on Install Now to start the Installation of the Forecast Fox Extension
- Do not restart and go instead to the Extension Tab of the Add-on Manager
- Click on Forcastfox l10n and click here on "cancel" to cancel the Extension Installation
- Close Firefox with the Add-on Manager open
